The Voivodeship Library Building is a classicist palace from 1880.
With the erection of the facility, it became the seat of the Opole Masonic lodge.
At the end of the 19th century, Frederick von Moltke, holding high official functions, nephew of the famous field marshal Count Helmut von Moltke, also resided in the villa.
In 1935, when the activity of Freemasons was banned, an officers' casino began to operate in the building. After World War II, the first post-war starost of Opole, Paweł Piechaczek, lived in it. The building was simultaneously the seat of various social and political institutions, including the association of political prisoners and a party training center.
From 1955, the villa housed the seat of the Polish Radio, and from the 1990s to modern times – the management of the Voivodeship Public Library and the Polish Television Center Opole.
